COMMUNITY DEVELOPMENT

About Us

This office falls under the aegis of the Chief Commissioner’s office and it is responsible for ensuring the welfare of the community at large through the implementation of community based projects, promotion of community development, empowerment, social participation and inclusion. We are also mandated to assist the village committees as well as Non-Governmental Organisations in their endeavours.

Our Mission
  • Our mission is to work towards the welfare of the community through promotion of social inclusion, community participation in Governmental and Non-Governmental projects and activities, empowerment, sustainable development and poverty alleviation
Objectives

Our main objectives are to: 

  • Serve as a platform for coordination and communication among stakeholders
  • Help in the eradication of poverty and social ills
  • Develop and implement policy framework for effective delivery of services
  • Promote community participation and social inclusion through organisation of recreational and cultural activities, workshop and training at community level
  • Provide adequate infrastructure, equipment and facilities required for the effective development of the community/locality
Our Services and Activities
  • Provision of financial and technical support to the community and Non-Governmental Organisations for the implementation of minor/major community based projects
  • Provision of financial and technical support to the Rodrigues Regional Council
  • Conduct mobilization meetings on community development activities
  • Conduct sensitisation/information campaign on community issues
  • Provision of capacity building training at community level
  • Provide adequate infrastructure, equipment and facilities in connection with the development of the community
  • Upgrading/uplifting and embellishment of community/refugee centres
  • Construction of new community centres
  • Upgrading/construction of infrastructures in villages
  • Provide and organise activities related to cultural, social, economic, educational and recreational in connection with the community
The Rodrigues Regional Council

The Rodrigues Regional Assembly has set up a Regional Council at the level of each electoral region with a view to enable the community to express their views and concerns on various issues that they are facing to proposed adapted solutions regarding specific programmes, services or community issues, to bridge the gap between the community and the government, to reduce inequalities, and promote good governance and transparency.

The purpose of the Rodrigues Regional Council is to act as a centralized body that can help coordinate inter-regional initiatives if needed, to serve as a platform for sharing of knowledge and initiatives, to act as link between the Rodrigues Regional Assembly and the communities, and serve solely for advisory purposes to the Executive Council.

 
Village Delimitation Project

On April 6, 2024, the presentation of the first draft of the ‘Village Delimitation Project’ by the Department of Community Development and Land Department of the Chief Commissioner’s Office was done in the presence of Chief Commissioner Franceau Aubret Grandcourt, G.O.S.K., Deputy Chief Commissioner Johnson Roussety, G.O.S.K., Commissioner of Arts and Culture, Varok Ravina at the Cultural and Leisure centre, Ruy Karl Allas at Mon Plaisir.

Consultations were held with village presidents, members of the Regional Council, and other institutions such as the police, tourism office, and representatives of ATR, among others. Various institutions present expressed their satisfaction with the project and congratulated the Chief Commissioner for advancing with a well-prepared and comprehensive initiative. They also voiced their views on making the project more concrete, including necessary amendments following consultations.

The objectives of this project are:

  1. To group Rodrigues into 20 localities where each locality will encompass different villages and clearly delineate these localities and villages so that everyone knows where their locality and village are situated
  2. To enable authorities to make clearer decisions and implement more appropriate developments in different localities
  3. To establish a foundation and facilitate the implementation of territorial development processes

The regional government and civil society will finalize the plan to be presented in the Rodrigues Regional Assembly as a legal framework essential for future development to ensure responsible, integrated, and sustainable development for our island.
